The Marine Science & Technology Foundation invites Expressions of Interest in collaborative oceanographic technology research and development

The Marine Science & Technology Foundation invites Expressions of Interest in collaborative oceanographic technology research and development.  Expressions of Interest are due December 6, 2013. 

 

 

Following the December 6, 2013 due date, the following process will occur:

1) All received Expressions of Interest will be reviewed by independent non-conflicted experts and advisors to identify 15-20 projects that are deemed to have the highest probability of generating long term impact in alignment with the strategic interests of the Marine Science & Technology Foundation.  We currently estimate this planning phase to take place between December 6 and March 14, 2013.

2) Based on the expert reviews, approximately 15-20 full proposals will be solicited in a targeted manner from the most promising Expressions of Interest.  The tentative submission date for the full proposals to the Marine Science & Technology Foundation is expected to be May 16, 2014.

3) Full proposals will be formally evaluated by 4-6 independent non-conflicted experts specializing in the fields of research pertinent to the proposed studies.  Formal evaluations will tentatively take between May and late July, 2014.

4) A review panel of independent non-conflicted broad area experts will be convened by the Marine Science & Technology Foundation to evaluate all proposals against the strategic interests of the Marine Science & Technology Foundation, tentatively scheduled for August, 2014.  All proposals will be assigned an approval priority ranking based on the panel evaluations.

5) A prioritized list of evaluated proposals will be compared against the operational targets and logistical constraints of the Marine Science & Technology Foundation, and a consolidated 2014 budget proposal will be developed internally at the Marine Science & Technology Foundation, first accommodating the highest ranked proposals.

6) The 2014 consolidated budgetary proposal will be reviewed and approved with the Marine Science & Technology Foundation Board of Directors.  All proposers will be informed about the outcomes of the proposal review process, tentatively, by September 30, 2014.
