Pre-Proposals Invited for Oceanographic Research on RV Falkor in 2016

Schmidt Ocean Institute invites Expressions of Interest in collaborative research cruises on R/V Falkor in 2016.  The 2015 research cruise planning process is in progress, and we anticipate that the R/V Falkor will be operating in the Western Pacific Ocean in 2015.  The target region of scientific operations for 2016 will be determined based on the review of the Expressions of Interest received in response to this call.


R/V Falkor 2015 research cruise planning process will progress through the following stages:

1) Open call for 1-2 page Expressions of Interests in collaborative research on R/V Falkor will continue through December 6, 2013 (current scheduling estimate).

2) All received Expressions of Interest will be reviewed by independent non-conflicted experts and advisors to determine research themes that will have the highest probability of generating long term impact in alignment with the stragegic interests of the Schmidt Ocean Institute as well as the target geographical regions for 2016.  We estimate this planning phase to span the period between December 6 and March 14, 2014.

3) Approximately 25-30 full research proposals will be solicited in a targeted manner from a selection of research groups who submit most promising Expressions of Interest as will be determined based on their evaluations.  Tentative due date for the full proposal submission to Schmidt Ocean Institute is expected to be May 15, 2014.

4) Full proposals will be formally evaluated by independent non-conflicted experts in the fields of research pertinent to the proposed studies.  Formal mail-in evaluations will tentatively take place between May and late July, 2014.

5) A review panel of independent non-conflicted broad area experts will be convened by the Schmidt Ocean Institute to evaluate all proposals against the strategic interests of the Schmidt Ocean Institute, tentatively scheduled for August of 2014.  All proposals will be assigned an approval priority ranking based on the panel evaluations.

6) A prioritized list of evaluated proposals will be compared against the Schmidt Ocean Institute operational targets and logistical constraints, and a 2016 R/V Falkor operational schedule proposal will be developed internally at the Schmidt Ocean Institute, first accommodating the highest ranked research projects.

7) The consolidated 2016 R/V Falkor scheduling, operational, and budgetary proposal will be reviewed and approved with the Schmidt Ocean Institute Board of Directors.  All proponents will be informed about the outcomes of the proposal review process, tentatively, by September 30, 2014.


Schmidt Ocean Institute supports oceanographic research at sea by providing scientists with free access to the research vessel Falkor with its on-board equipment, and associated technical support.  Schmidt Ocean Institute does not support costs of any shore-side research components or scientists' salaries.  Instead, Schmidt Ocean Institute commits to providing ship time to favorably evaluated research projects between 1.5-2.5 years in advance of the cruises, and expects the research teams to leverage this commitment when applying for funding to support shoreside research components from other sources.
